    They generally do or send them out for scrap, where they wind up on ebay.

    When the mint was making their own planchets and operating their own foundry they did chop the webbing up and recycle it it into the next batch of ingots. Now the cent planchets arrive at the mint ready for striking. They are punched from the strip, plated and have the edges upset at a plant in I believe TN. Anyway the mint owns the planchets, not the strip or the webbing scrap so they probably have no claim to this material.
