How to stop the US Mint feeding frenzy

The recent frenzy over buying First Spouse coins has prompted many suggestions for limiting quantities sold to individual buyers.

The Perth Mint in Australia has a simple mechanism for making coins available to all collectors who want them. They refer to it as 'Mint to Order'. (2007 Australian Koala 1oz silver Specimen Coin) They'll make coins for as many people as want them until a certain date and the announce the final mintage after the last sales are completed. [Note: They still have some limited issue coins; many of them much more limited than US coins (e.g. on the order of 1,500 to 7,500 coins per issue)].

I suspect the big dealers (especially those with multiple employees with their own credit cards) would not be happy with it. However, if the mint is genuine about wanting to make First Spouse coins available to everyone who wants them and collectors are genuine about wanting to collect them (rather than speculating on them) then no one else should object to this approach.
