I think the reporter did a reasonably good job reporting in this case. The confusion is with the slippery guy that keeps changing his story of the currency's origin every time he tries to exchange the cash.
The way the info is laid out is what is getting confusing. It looks like a Wikipedia Article that is crammed with every single bit of info possible, minus the citations. I understand the guy is shady, but do they have to list every single "questionable" transaction?
