If it's one ounce, you're talking about a Silver Eagle bullion coin, not a Walking Liberty (which refers to the half dollar which originated that design). The answer there is that it's worth whatever an ounce of silver is worth. Artificial frosting and/or a microscopically thin plating of some rare metal added outside the Mint adds no numismatic value and probably little or no bullion value, either. You've left the realm of numismatics and gone into novelty item territory then. As a novelty, it is worth whatever someone will pay for it, if they like it as a curiosity. Generally speaking, novelty items like this which have been monkeyed with outside the Mint are seldom as valuable on the aftermarket as the prices they were sold for by the promoters who created and advertised them on TV or wherever.
