How far off center makes an "error"?

    I have a half dime (1859-o) that looks alittle off center on both sides. How far off center does a coin have to be before it is labeled "error"?

    To make it an error, it has to be missing design elements.

    That's not quite the case. This coin could be broadstruck and that makes it an error. Not an off center error... But an error none the less. Better pictures are needed.
