It says right in the Red Book why they were made - because there were no half cents made in 1837 and they drastically needed them. So these were privately made. I suspect they were included in the Red Book because they were so commonly used at the time.
Also because it is the only 1/2 cent hard times token which makes it extremely popular. Still it should have been included with the tokens and not the half cents.
