Personally, I see what might be an obverse die clash (check out the fields behind FDR's head.) Perhaps that's what you're seeing around the lips instead? Just a thought.
Alan yes this would of been considered a hot lip Roosevelt Dime. After more dates were discovered Whiles changed his mind and said it was a die clash of the olive from the reverse . He then de listed all the hot lips dimes as a clash. Then there was a little discussion between a few experts that nothing became of ...... a typical CYA move. I have a letter stating a new find of a 1964 hot lip dime,that later was delisted . Funny thing one of the covers of error scope last year had the new found variety on the cover as well as a write up inside.
