It's currency of the German Central Bank, issued relatively early in the hyper-inflationary years of the Weimar Republic, which ultimately saw currency in the multi-million mark, and above, denominations. This one, in much better condition, hasn't attracted any bids in several days at an opening bid of $16.95 including shipping.
