This would have been for Italy, since the motto is in Italian and it includes Palmiro Tolliatti. There is another one similar that just shows Tolliatti on the front and gives his birth-death year (1893-1964) with the same reverse so I would say this is probably pre-1965 and could be done about the same time, honoring four who have passed. Soviet Union coined most likely.
