It's appears to be a coin of Abdul Hamid II, accession date is AH1293 - roughly 1876 (the four characters at the bottom) - and regnal year 25 - roughly 1901 (the two characters at the top). In the 2006 Krause the central design is only shown on coins with a wreath, rather than a ring of stars, around the edge, in multiple denominations. Krause, however, is sometimes incomplete. What is the size of the coin, and what does the other side look like?
I'd say it is a copper-nickel 1 qirsh from Egypt, KM-299, and almost quarter sized. Roy correctly supplied the date and reign info. The mintage of that date is 751,000 according to the Krause catalog.
