Help with a coin grade

I saw this on ebay and even though I am a new collector I don't see this being fine. Since I am trying to learn though I would get your opinions. I say good to maybe on the outside VG but not fine as it is listed.

I would agree G-4. A fine coin would have show all of the lines in the skirt and would only be worn in spots and a VG would have about half the lines on the left side.
