If those red numbers are all zero's and the note's serial number, they are probably specimen notes. If you can post larger, clearer pictures, or scan them, someone may be able to chime in with a better answer. After reading more online, I beleive you have may souvenirs from the Museo Real Casa de la Moneda, but I can't confirm it through their current catalog.
