Certainly a modern copy of the Gothic Crown. Looks a lot like: http://www.ebay.co.uk/itm/Gothic-Cr...UK_Coins_BritishMilled_RL&hash=item232803dada which is Cupro Nickel, so unless he can prove it is silver with documentation, I would assume not.
It is similar to the Indian Rupee, but the design is closer to the genuine Gothic Crown - see below. But there are lots of copies around, and the OP one is definitely one of the copies - at least not designed to mislead as it is sufficiently different to be an obvious copy. For the OP the only question left is whether it is Silver or CuNi - I suspect the latter. This is a genuine one:
