"年十三國民華中." That was easy for you to say Thanks for the help. Some of the characters I can identify. Numbers are generally easy. But dates are hard since they go by the number of years that the ruler has been in place. I have most of the set of coins of China-Japanese Occupation - 1933-1945 so I've had to play with ID'ing the numbers, then converting them to years.
