Could be a a missaligned die (MAD) error.

I would considered that a slight off center strike. Misalignment die would be on only one die. It's slight but it's definitely a keeper!

What does the edge look like. I'm wondering about possibly something removed from an encasement.

It looks like copper. Would "struck on rolled thin planchet" describe it? The strike is weak. It's almost half the normal weight. Could the stock have been rolled that thin?

I am not sure but I have a 1981 that is also 1.8 ,this one I thinking of buying it but even the owner is not sure if it is a split planchete or a foreigner plan..

Looks like a foreign planchet to me. The coin is clearly undersized, as well as being underweight.

You know, the Canadian coinage is really growing on me. If found a couple of 1940s while cent roll hunting. I really like those king George cents. I may start working on a set. I'll have to get them from eBay though. I've only found 2 out of 12-14 boxes of Lincolns!
