Help if 1995 D cent is a mint error.

    I'm sorry but I don't see what you're talking about. It looks completely normal to me. If you're talking about the two marks in Lincoln's lower chest, those are just dents from regular circulation.

    Can you be a bit more descriptive? The phrase 'die dot' is not really one that is used in the numismatic community. It doesn't really mean anything.

    I have never heard of Die dot myself.
    Your coin is a Copper plated zinc Cent. These Cents have tiny issues called Plating Bubbles or Plating Blisters which are really nothing major. Also look to be struck with a worn die.
