Help identify this coin please

Here is a coin or medal I recently purchased in a lot of medals. It appears to be silver and is dated 1993 so I would guesss it commemorates the 150th anniversary of the person on the front. I was just wondering where it was from and the value. Thanks for any help.

It's 1 rouble, and it's from Russia, though I don't know who's on the front.
