Looks to be more so a button, or pin where a piece of spring steel held the stick pin at 90 degrees. Judging from the shown reverse side. Interesting piece.

The opposing candidates are displayed beneath their slogans on the top of the boxes while on the underside are portraits of their running mates with one reading “Harrison & Reid 1892” and the other “Cleveland & Stevenson 1892”.
