well, i would have to say the same thing i said in the other threads you posted on covering the same topic only with a different country this time.... "Im not really sure. I checked my Standard Catelog Of World paper Money - they do have some 'specemin' notes listed, so those might have been released to collectors. Its not the best indicator, but the best i can offer. Hope it helps!"
Cuba, Albania and Rwanda have all issued collector sets at one time or another that were specimen notes. I do not know about Laos.
