Help -1984 Washington Quarter Error Identification: Dbl-Strike, Broadstruck, or Both?

    Obverse appears Double-struck on-center and also broadstruck on the 2nd strike.

    The coin has a fully reeded edge despite being a broadstrike, which seems to be an indicator of it's being a double-strike.

    Reverse side rim & details does not seem impacted.

    Need help identifying the true error type(s) for this coin, if its worth sending in for grading/error labling, and approximate rarity & value of the coin.

    How did you reach the conclusion that the coin is a broadstrike?

    Collar clashed, misaligned die with rolling machine damage.
