There are a lot of scratches, but I don't see any evidence of harsh cleaning. I would expect to see more patina on it at that age - the coin appears blast white. Based on that, I suspect it has been dipped, but that is considered market acceptable. I personally wouldn't purchase this coin because of the scratches, but I don't think it has been harshly cleaned based on what I'm seeing in these pictures.
I would say yes. That shine doesn't appear to be luster to me. A coin that circulated wouldn't shine like that normally. I'm at $1.50 on that coin. People will shine up a coin in order to sell it as a high grade $20 coin. It's worth melt value to me.
