You know, I'm not sure it DOESN'T have that RPM or one similar to it. In fact the RPM #4 is VERY close.
I say 67, They did a fine job minting them that year, and it seems a lot of people saved them also and kept them nice.
MS63/65? That is vague grade. I was thinking MS66, I don't know about resending that though, they are common in MS66/67 though, I don't know if it is worth a resubmission. You spend $30-$40 to get it graded and if it comes back 66 it isn't worth that much more than what you paid to get it graded, and is still a fairly common coin.
"vague grade"? That is how they used to grade. The obverse is 63 and the reverse is 65. I am pretty sure that is the one where they also spell out the specifics (luster, surface, eye appeal, and strike) for each side.
