Maybe this does not have 67 luster, but it does have real nice luster, a dead solid strike and no noticeable nicks on the obverse. However, that is a pretty good scratch below AMERICA and another by the right wheat. PCGS balance this all out at a 65. IMO, it is a darn nice 65, but that scratch is definitely there. How about a 65+
Dang - one right and one wrong again. I did not think those were scratches just hits - and the luster would carry it to 66.
Still a beauty . I thought the pics made them look bigger than they are . I'm having trouble with just the large pics . Well , that is what this is about learning to grade from pics , even large ones . Heck if there were only small ones I'd probably complain about that . lol
Harsh grade IMO but the "scratches" you describe kind of looked like the typical "shiny spots". Definitely 65+. One of the most under-appreciated coins in the series. I see FAR more VDB's in this and higher grades.
But things have to be big enough for you to see. The graders use only their naked eye and not an 8X magnification.
