I agree, the spots will hold the grade down -- if they were present when the coin was graded, which is not always a foregone conclusion, in my experience. I always hesitate when trying to guess the grade of these types of coins as it is difficult/impossible to know if they were present or not. I'll guess that they are and the grade got knocked down a point to 66 on NGC's scale. But if those spots were not there when graded, that's an easy NGC 67, IMO. It's a very clean coin and appears to have wonderful luster. Personally, I'd grade it closer to 65 myself with the coin as it appears in the photos.
Whoa, that's a sweet coin. I agree wtih jcakcoin, those spots look fresh based on the picture. However, I have to grade it based on what I see today and those spots distact from an otherwise outstanding coin. NICE, I'd take it with a couple little spots, it's a blazer.
I am going to guess that those spots were at least beginning when this was graded. Even though they are not as obvious in hand, they are there. The coin has a super strike, minimal nicks and nice luster. I could easily use that description for a 67, but NGC only gave it a 66
