It has the luster, so I am torn. Either 67 and forget a few dings, or 64 and ignore the luster. Ill go with 65...
The "spots" on Abe's collar are actually shine rather than dark spots. Great strike and great luster. With only a nick on Abe's cheek, the obverse might will have made 67. The reverse has a couple more nicks, some light spotting (looks to be old) and the AM is as weak as it looks. The coin has got to be a 66 with that reverse and that is what NGC said.
