I'm torn with this coin. I do not see any obvious signs of wear, but neither do I see much luster. What I do see is what looks like a lot of dip residue caught in the denticles and a few protected areas of the obv. So I can only assume that the coin was heavily toned at one time and the heavy toning likely destroyed or greatly lessened most of the luster. There is an outside possibility that the coin is in a Genuine holder because of this.
I think Doug pretty well nailed this one. There is still some luster left, but not much. Now, I agree with Doug's analysis, NGC did not. They only gave it a 62. Doug actually OVERGRADED a coin. That is a first, I believe. I don't know if we are supposed to celebrate or cry! To my eyes, this coin is just to clean to only rate a 62. I would also give it a 63.
