65 - due to the sizable nick on the obv rim at 5 o'clock and the gash right around this temple, but those are the only real issues.
Going a little ballsy and go with a 67. I think that is a sharp looking coin great toning/luster and has a good eye appeal
I always guess 1 above what I think the actual grade should be because I think the TPG's generally grade high. That's why I say 66 rd.
Now there is some luster for you. Minimal nicks and just some minor die polishing on the reverse. I doubt the spots were there when graded, but still, they are not that obvious in hand. NGC said 67. I am sure that was correct and may still be.
