WOW!! The only thing I see keeping that from being a 68 is the strike. That probably means that it was graded "genuine".
ummm, isn't strike what separates a 68 from a 65? This coin is missing breast feather and that's what keeps it from 67 IMHO. That said, the toning is absolutely typical of coins from the cardboard Mint Set holders of the 1950s. That blue is a very typical color with some of these coins and sometimes the opposing side will be mottled.

I'm gonna guess they said 66 but that splotchy toning is covering up more than some would see. Were the coin dipped clean I have little doubt it would go better than 65.
My guess is they graded it 67. I grade it 66 Ding on eagle's right leg. Sporadic insignificant nics on portrait. Toning definitely covers up alot including some of the abrasion or rubs you usually find in the fields and east side of bust as well as flow lines. Is that a ding on LLAR? Is that a die crack on base of bust? Great coin, great post!
I see no reason why it wouldn't be 66, but some have a point that the toning might cover up a bit more than would be ordinarily seen.
66 is my guess. A beautiful coin itself, but that toning gives me nightmares, almost like seeing un-toned Jefferson Nickels...
I am not disagreeing with what you are saying, but that just does not seem to be what the TPG's are doing. Look at this; http://coins.ha.com/common/view_item.php?Sale_No=1114&Lot_No=351. That one is graded 68. That eagle has feathers on his breast (not too prominent), but Lehigh's coin has a better strike for Washington. Which coin was better struck? I will let you decide but I will take Lehigh's coin (mostly because the obverse is better and that is the more important side). As for marks, again I will take Lehigh's. Look at the eagles right leg and right wing at Heritage. That is more ticks there and more significant than I can find on Lehigh's coin. As for luster, Lehigh's wins hands down, but there are two different photographers so I am not sure that is a fair comparison. As for eye appeal, again I like Lehigh's photography, but my GUESS is that I would take Heritage's coin. Now, I just compared Lehigh's coin to a 68. I am not too sure who wins, but Lehigh's coin held its own. I did the same comparison with 67's. The 67's were better struck (than both of these), but did not come close the Lehigh's for marks. So show me where I am wrong.
I didn't say that you were wrong. I said that in MY opinion I wouldn't grade it a 68 and that strike would be a determining factor in my grade. That said I wouldn't pay 68 money for Lehigh's coin, nor would I for the one you linked to at Heritage.
