Such kind of copper spots do not influence the grade, these are "neutral"and are signs of original surfaces of the coin.
In my opinion yes depending on the look since eye appeal is part of the grade. Like anything else some people like them some don't
I say 64. I like the fields, although the nick will hurt it. Some rim bumps, and the spots. Well stuck, nicely detailed.
I have to say MS-62 , maybe 63. I'm basing that on the 4 minor rim nicks and the spotting. Otherwise, a very nice coin.
This is why grading by pictures can be tricky! It graded Unc details cleaned. I paid cleaned price for it, and really only bought it because I looked up the pictures first. I literally cannot see any signs of a cleaning in the pictures, and at first I could not in hand either. After looking at it under a loupe, VERY light lines are visible when the light hits it in one spot, so I guess it has been very lightly wiped. I think if it was raw, I probably would have been fooled by it too.
The thought has crossed my mind to send it to ngc or anacs. It is in a secure holder, so I'm not sure it would ever grade now at pcgs.
