That's a really dipped AU. I would give it AU55, but think the TPGs are more likely to go AU58. Regardless, I voted AU55.
Even at 66 the head doesn't look detailed - must have been engraved that way. But the Eagles feather details are amazing!
I think it's just the bare minimum for FH. Hair line and ear hole are barely there, and the leaves look decent. As for grade, either weak strike along centerline, but I think that's wear. So AU-58 FH is my guess.
