The ear on the obverse and the flatness on the eagle and arrows on the reverse look like incomplete strike. I don't see any friction in the fields so I'm guessing the coin is uncirculated. Commemoratives rarely have many marks but this coin has a bunch and the luster and eye appeal are lacking as well. My grade: MS62
Well, here's a coin we don't GTG very often! I went 63, largely for the same reasons as Lehigh. However, I think the pictures are minimizing the luster and there is more there than we see. If the luster is present, 63 - if no luster, 62.
That is almost always a safe assumption with my photos. I don't know if it's my lighting, or a camera setting, but I have always had a hard time bringing out the luster on my coins.
I voted MS-62. It has some "carbon spots" and it's a little chippy here in there. I imagine that it's graded MS-63. Many commemorative coin collectos don't care that much about "carbon spots" unless the coin is out to get an MS-65 or higher, but they bug me. They are part of the storage process if they were left in the original package for a long time. Some collectors like like "tab toning" commemorative coins get from the holders they were sold in in the 1930s. Unless it's light, I am usually not a fan.
