I see no reason why it wouldn't grade. I'd call it a borderline 64/65 (probably leaning more to the 65).

Nah! Those striations across the surface have never penalized a coin in the grading room. Behold this MS67 which has the same striations but not the toning which has a tendency to augment the furrows in the coins surface. If anything at all, it augments the luster.
