I think this is a solid 63 only because of the bag marks, could go 64 maybe. Def a B reverse, based on the surface and lack of mirror finish I see in the pic it's a business strike. Nice coin.

MS64 or AU58. I find Washington's hard to evaluate generally, let alone from pictures. And toning just compounds the problem. I don't think there's wear, but from the pic, since it doesn't really show the luster, it's too hard to tell.
