I could look at these all day. You really have good taste in these. PR64 (...although I like it one grade better than that).
I also thought the coin looked proof from the rims on the obverse, but the reverse has me doubting that a bit. I will say it is not a proof and graded MS 63 RB (the reverse took it down a bit in my opinion as it is not as attractive as the stunning obverse).
The rims look incredibly square to me. The notch at 3 oclock on the reverse, is that a carbon spot or a rim ding?
The tick could have something to do with the collar. My next purchase will be an old PF, After seeing yours, I just got'ta have one!
I bought this one raw for about $300 under NGC's price. Pretty lucky I came across it really. They are getting tougher and tougher to find raw. But if you want to go that route I'd reccomend getting Kevin Flynn's book on MPLs if you dont already have it. It is great for attribution. The 1912's are really cool since they have a class II DDO, and have several markers that make it easier than the other dates to attribute. The 1909's are the easiest imo to attribute.
