It reminds me of the tab toned coins. I'm thinking it was some holder where the untoned part was where the coin was secured by the holder?
I'm a little late, but I was going to guess 61 with a shot at 62. That obverse looks like she was left in a parking lot. Realistically, there isn't much difference between 60/61/62. In hand, some of the gouges are probably a bit more severe than the images show. This is a coin where I would have thought the reverse would pull it up a bit (hence the 61/62 guess).
I was not expecting MS-60. I think of the MS-60 grade as "it's uncirculated, but trust me you don't want it." You don't see MS-60's handed out too often. Did you get a good deal on it?
