My assesment.... 64 by today's standards. Could go 65 with better eye appeal. Possibly PL. Possibly details graded for dip residue
I think there are some mirrors on that coin, based on the pictures. Light contact marks on the obverse devices, I'm thinking 64, but might be 65.
I don't see much of any chance of it getting straight-graded, not with that "toning" pattern. Toning doesn't do "sharp edges on the cheek" like that. Have to agree with Cascade on the "toning after a poor dip" theory. Oh, yeah - technically a good 64. I'd have a hard time keeping my dang hands off that color, though.

I saw it in hand. I'm pretty sure it was a poorly rinsed dip just before subitting it to bring out the mirrors and the hotel soap slab insert out-gassing took to the residue like white on rice on a paper plate with a glass of milk in a snow storm. If it were mine I'd probably sell it as is as I don't think it quite makes dmpl by todays standards. I could be wrong if the new dip went well and the mirrors are better than I could see but I wouldn't risk it.
That's downright disturbing, to tell you the truth. Cascade posted while I was contemplating how to say this, and said the exact same thing I was about to: It turned in the slab.
