It usually refers to a Ben Franklin Half dollar and it means 'full bell lines"

When a Franklin Half is classified as FBL it means the lines that run horizontal along the big bell along the reverse of the coin are crisp and clear and run all the way across with no dings or weak strikes or wear.

If the coin you saw "FBL" on was not a Franklin half let us know what type of coin it was to help you further.
