"Ernie" now there is a blast from the past. The only nuetral rating I've ever given out. I've only given out 2 negatives, and those were polite shots across the bow, when a manned torpedo was called for. In his defense it was one of my very first ebay purchases, and I was rather appalled that I had received a very tarnished Jefferson 1993 Commemorative when I was expecting a gleaming nice and shiny. I believe he responded that it was toned, I still say tarnished.
