It may be one of a series depicting different styles of art. It's the equivalent of 1 troy ounce of pure silver (it is actually sterling silver) and is unlikely to have been anywhere near Ghana, although it was probably authorised by the Ghana government and made by one of the so called mints that make fancy novelties for gullible collectors. There will be people making this sort of fancy bullion as long as there are buyers, but a few years down the road, all they will fetch is their metal value. It bears as much relationship to real coins as popcorn does to real food.

Also interesting, on the foreign exchange website this morning, 1 Cedi equals 28 US cents, making the so-called "face value" of this 5 Cedi silver coin a trifling $1.40 US. For over 10 years, Ghana has had mammoth inflation, "dropping zeros" several times, with ordinary postage stamps denominated as high as 20,000 Cedis.
I have never seen anything like it. I found a similar coin like yours and have a picture. It's celebrating a Russian Christmas.. what a weird combination!

Along the edge to the left, right and bottom is decorative ornament with floral elements and mythological characters So it seems these things originate with the Saint Petersburg Mint, just another commercial mint like Pobjoy Mint or Birmingham Mint or Franklin Mint but based in Russia.
The mint in St. Petersburg is part of Goznak and has pretty much the same legal status as the mint in Moscow. But yes, of course most mints today are commercial, or government owned profit centers ... Christian

I wonder how much it costs to have some poor African or Pacific Island state to give 'official' approval for these NCLT issues that have nothing remotely to do with the country concerned, never get within a thousand miles of the 'issuing' countries that are named, and have as little to do with coin collecting as picking up pebbles on the beach has to do with collecting fine gemstones. I also wonder if any of the money ever benefits the state concerned apart from buying the finance minister and a couple of cronies a new Mercedes each.
Ijust think that poor African country had a very Smart person in the goverment WHO in some way made some Money upon approvel of these coins to be made .
