I don't know. "Paduan?" was a fleeting thought that went through my head, but that can be ignored, perhaps, since I don't know anything about that, either. One thing struck me, but it's rather unhelpful.
It does look like a gas mask! Here's Puditicitia wearing one, too: Julia Domna, AD 193-217. Roman AR denarius, 3.20 g, 17.6 mm, 7 h. Rome, AD 211.
