Like all other Cents, 2009-D's were minted until the end on the year. That's when the Mint stopped production.
The Mint issued over 1 billion cents for all four designs in D alone. Add in Philadelphia and the total mintages are over 2.25 billion.
These designs were made for the 100 year anniversary of the Lincoln cent. The mint had no intentions of furthering the designs.
Well these are just Presidency rolls, I couldn't speak for the other three designs. Actually The Phillie's seem to have less problems with plating blisters than Denver but the Phillie's have scratches similar to that of being cleaned... They all suffer from the same detergent spots.
