I've seen this stamp on some bills i've seen.
I wondering if anybody knows what it is and where it comes from?

the characters on the stamp 'look' like arabic numbers.

could just some kid with too much time on his hands? Or maybe a 'comercial' type stamp for a business?

It is the Arabic number 38. This is probably an authentication mark similar to a chop mark found on US Trade Dollars. They are applied by merchants in some communities in the US and overseas to signify that the note is genuine. If you look at enough $20.00 and $100.00 notes you will see all kinds of these and similar marks.
