Looks like a grease filled die created what you have there. The color makes it hard to see the condition but it doesn't look to bad. Nice find.
If you are referring to the weak 4, it really is not that uncommon. It is most likely caused by grease on the die during minting. Particularly on this replated coin, it adds no extra value.
