Flat letters on Lincoln 1983 penny

Hi,

T and A letters are more flat on this coin. Do you think it is a damage or an error? There is a little dot on letter A.

A worn die and weak/ restricted strike, could be for any number of reasons but not a error or variety.

 

I agree weak or worn dies.

 

This is a pretty common occurrence on memorials...
