as the title says I'm not sure if this is a flakey patina or a layer of something like nail polish. as you can see there are several chips in the coating and a "worn" looking bit near the date and the exposed copper is nice bright red. what do you think?
Looks like it has been painted or something like that. Try a acetone bath, it looks like a nice coin underneath.
