According to PCGS, yes... it certainly appears so. However, I cannot clearly make out the lower, and because of this am not sure if it will pass those who consider more than just the center.

 

It's so FSB you might call it....chiseled....

I agree it does appear to have full bands! However, they might have a bit of difficulty fitting this piece of exonumia into one of their holders

 

But I think they're going to need a bigger holder. Like the size of a small barn.

 

And if enough were willing to pay up for it, is there any doubt in your mind they'd have one, special labels and all?

 

I don't think NGC would give it FSB. They require the McDonalds Arches, these are a little flat.
