Maybe this is some form of doubling but it looks like extra metal on top of the existing letters in LIBERT on 1980 D Quarter. The thicker metal is at the top of each letter similar to the top of a T letter. Especially over the B,E,and R. Look at the tops of the letter. Like a layer of extra metal across the tops of those letters.
