Yes it’s raised but I’m not referring to flat as in the field. I’m referring flat as die chips tend not to be this flat. They are rounded in nature. To me this appears to be larger on the upper end.
It is raised. Appears the same height as the W and E. Not sure if the W is on top of it or vice versa. The three pics in the original post is as close as I can get.
The appendage appears raised. Not sure if these pics will help. Doesn't appear to have come off another letter on this coin.

I did read the article, finally, and loved it. I believe it's either the grease or dropped letter. Will post full-coin pics along with closeups from now on. However, if it was grease wouldn't there be some design features missing?
