For things like this, it is better for you to tell us what you think it is or where to look.

Besides a 2007 state quarter, what exactly are we looking at?

How long have you been searching for true mint errors?
How much do you know about true mint errors?
Not everything that looks, weird, strange or different makes it an automatic error.
    I see circulation damage.

Sorry old friend but I can't see anything that would increase the value of it. It you are just starting out collecting keep after it and you can learn as you go.

All I see are stains or toning and I'm going by your descriptions.

It's not a stain that's how it look without clad

I would not tell you wrong for anything in the world . When someone starts out collecting coins it takes a long time to understand them. These modern clad coins can easily tone to where they look like pure copper. This is a good thing to remember also the other modern coins can change colors depending on what they come into contact . being exposed to the air will also do it. don't give up and keep on trying to learn .

A stain is not missing partial plating.
Here is a photo of missing partial plating, compare it to yours.
Can you see the color difference? As for the grading, save your money.

Send it to NGC or PCGS.. By the way.. You don't get a refund if they are not Mint Errors.

I can see missing cladding...where it split on "LIBERTY" Give the coin a rinse in distilled water and prove everyone here wrong.

Drop it in acetone. Maybe the stain will go away.
    Then you can spend it.
