Error Penny or Damaged ?

I am new to coin collecting. This penny has a Mirror like finish on the reverse it appears to look like it has damage but the damage is unusal the mint mark is a blob??
Would anyone know if this is a error penny? If so what error? Thank you!

The mint mark looks like it took a hit from something. The reverse is hard for me to see but it looks like someone may have polished it. Not errors.
